On June 8, 2026, Ukraine officially launched Obrii — a unified digital ecosystem for the national labour market. For the Cody team, this was a milestone moment: we served as the technical partner responsible for the engineering implementation of the entire platform.

What Is Obrii
Obrii is Ukraine's first digital system that brings together labour market data, job vacancies, and training opportunities in a single environment. Designed as a career support platform, it guides individuals throughout their entire working life — from interest profiling and career choice during school years, through to employment, reskilling, and professional development.
Built on AI-powered matching logic, the platform recommends optimal educational pathways and job opportunities tailored to each user. Every working-age individual receives a personal digital profile — an Obrii ID — containing their qualifications and competencies mapped to the European ESCO standard. If a skill gap exists, the system identifies exactly what needs to be learned and recommends relevant training. This architecture ensures compatibility with European information systems and supports Ukraine's integration into the EURES network.
Why It Matters
Obrii is focused on 12.5 million economically inactive Ukrainians — including veterans, internally displaced persons, people with disabilities, youth, parents with children, and people aged 50+. By the end of 2026, the platform is targeted to help at least 100,000 people find employment. The long-term strategic goal is to return 4.5 million people to economic activity by 2030.
The first two public services launched in beta: a professional development grant and a remote termination of employment mechanism — specifically designed for workers whose employers remain in temporarily occupied territories. Subsequent phases through 2026–2027 will introduce an employment registry, electronic hiring, AI-powered job matching, and proactive support for unemployed individuals.
Cody's Role
As the technical partner, Cody translated the product vision into working software. Our team was responsible for the architecture of the digital career journey, the Obrii ID profile system, AI-powered matching mechanisms, and the first services integrated into the Diia ecosystem — Ukraine's national digital services application.
Building a government product at this scale is a significant responsibility. The quality of what we ship directly affects the opportunities available to millions of people and the functioning of the broader economy. We are proud to contribute our engineering expertise to a reform that is reshaping how Ukrainians find work, access training, and build careers.

Acknowledgements
We extend our sincere gratitude to the partners who made this launch possible:
- The Ministry of Digital Transformation of Ukraine — for driving Ukraine's digitalization agenda and integration with Diia
- The Ministry of Economy, Environment and Agriculture — for the employment reform strategy and project leadership
- The State Employment Service — for organizing and enabling the implementation of electronic employment services
Obrii is proof that when government institutions and technology teams build together, they can create services that genuinely work for people. We are proud to be part of this change and continue working on the next phases of the platform.

Behind every platform is a team
This project would not have been possible without the people behind it — engineers who showed up, solved hard problems, and cared about getting it right.
Building at national scale, with real deadlines and real impact on millions of lives, demands more than just good code. It demands people who care.
We are proud of what the Cody team delivered. And we are grateful for every person who made it happen.
